EL PASO COUNTY EMERGENCY SERVICES AUTHORITY
The El Paso County Emergency Services Authority (ESA) was created by Intergovernmental Agreement (IGA) between the City of Fountain and El Paso County (Resolution No.14-116, dated March 25, 2014). El Paso County, a Colorado County, and Fountain, home-rule municipality, are expressly authorized to regulate, license and /or otherwise provide for emergency services within their jurisdictional boundaries. Further, the entities have the expressed authority to organize, own, operate, control, direct, manage, license, contract for, or furnish ambulance service within the unincorporated and incorporated areas of the County. Creation of the ESA as a separate legal entity ensures a coordinated, effective and efficient emergency management system, including the provisions of ground emergency ambulance services.
The ESA serves the purpose of providing ambulance service and other related emergency medical services. Its overall objective is to provide available, coordinated and quality emergency medical services through the establishments of an emergency services system, consisting of treatment, transportation, communication, and illnesses. It coordinates with state and other local governmental entities for the purpose of interfacing with an overall state system providing maximally effective emergency services.
The ESA is comprised of 12 members (Directors). Alternate Representatives are not included in this count. The Representatives and Alternate Representatives from the Fountain City Council, El Paso County Board of Commissioners (BoCC), and Pikes Peak Fire Chiefs Forum shall be appointed by their respective appointing bodies. The Fire Chiefs Forum appointees are subject to approval of the BoCC and Fountain City Council. The County Commissioner Representative and Elected Official Representative from Fountain serve at the discretion of their respective bodies. Other Directors of the ESA serve at the discretion of the BoCC and Fountain City Council.
The term of office for each Director other than the Representatives and Alternated Representatives from the Fountain City Council. The BoCC and the Pikes Peak Fire Chiefs Forum is two years (initial terms are staggered). Each Director other than Representatives and Alternate Representatives from Fountain City Council the BoCC and the Pikes Peak Fire Chiefs Forum shall serve no more than two, two-year consecutive terms for a total of four consecutive years.
Agency meetings are held on the first Wednesday of the month at 3:00 pm at the Pikes Peak Regional Development Center, 2nd Floor Hearing Room, 2880 International Circle, Colorado Springs, Colorado.
